EHang launches urban air mobility hub at Luogang Central Park in Hefei to drive low-altitude economy

EHang Holdings Limited (“EHang” or the “Company”) (Nasdaq: EH), recognized globally as a leading technology platform for Urban Air Mobility (UAM), has officially launched a new UAM Hub at Luogang Central Park in Hefei, Anhui Province. This represents the second vertiport within Luogang Park, following the inauguration of the Urban Air Mobility Operations Center earlier in May. This latest development will serve as key infrastructure for the deployment of the EH216-S pilotless passenger-carrying aerial vehicles and aims to contribute significantly to the emerging low-altitude economy in Eastern China.

The launch event, which also celebrated technological advancements and urban planning efforts, saw participation from several notable officials, including Mr. Hongwen Zhang, Secretary of the Hefei Municipal Committee, and Mr. Fei Yuan, Deputy Mayor of Hefei. This expansion aims to propel Hefei into a pioneering position in the world of urban air transport, effectively setting the standard for similar operations globally.

Urban Air Mobility (UAM) represents a transformative approach to air transportation, focusing on integrating aerial vehicles for intra-city or inter-city commuting, particularly utilizing low-altitude airspace. This concept is part of a larger vision to alleviate traffic congestion, reduce pollution, and improve the efficiency of urban transportation.

EHang’s new UAM Hub: Infrastructure and purpose

The newly launched UAM Hub, titled “Ascend”, spans an area of approximately 1,963 square meters. Its upward spiral design serves as a symbolic representation of the rise of the low-altitude economy powered by electric vertical takeoff and landing (eVTOL) aircraft. With capacity for 10 to 20 units of EH216-S aircraft, the hub features various specialized areas including ticketing, passenger waiting, boarding zones, a command-and-control center, and zones for charging and maintenance.

These elements are intended to serve future commercial operations, enhancing convenience and safety for the passengers. The hub will also act as a maintenance facility and educational center, providing learning opportunities for the public to understand the potential of UAM.

To further emphasize the importance of this infrastructure, it’s essential to consider the underlying technologies involved. The EH216-S is a two-seater autonomous aerial vehicle designed for urban transport. It is an electric-powered, self-flying drone capable of vertical takeoff and landing, making it ideal for congested urban environments. Electric vertical takeoff and landing (eVTOL) technology is seen as a breakthrough in aviation, leveraging advancements in battery power, automation, and AI-driven control systems.

In terms of commercial operation, EHang aims to ensure that the UAM Hub complies with stringent aviation standards. The facility will begin to offer EH216-S flight services for the general public as soon as the necessary regulatory approvals, including the Air Operator Certificate (AOC), are obtained.


Development of urban air mobility in Hefei

The development of the UAM Hub forms part of a broader effort by Hefei City to position itself as a leader in the low-altitude economy. As a first step in this ambitious journey, the Hefei Municipal Government released the Low Altitude Infrastructure and Scenario Application Plan for Urban Air Mobility. This plan aims to establish a three-level infrastructure network across the city, specifically for low-altitude applications. The network will include:

  • UAM Hubs for large-scale operations.

  • UAM Bases for maintenance and operational support.

  • Takeoff and Landing Points distributed across urban areas.

This infrastructure will support a variety of use cases including aerial tourism, air shuttles, and cross-district transportation. With rapid urbanization and growing economic activity, Hefei aims to reduce ground traffic congestion and provide alternative means of transit by capitalizing on its low-altitude airspace.


Strategic partnerships and milestones

Since establishing a strategic partnership with the Hefei Municipal Government in October 2023, EHang has been actively pursuing the development of its UAM initiatives in the region. The company delivered 15 EH216-S units to a local customer in the fourth quarter of 2023, followed by a debut commercial flight demonstration at Luogang Park in December 2023. This demonstration not only showcased the EH216-S aircraft but also aimed to familiarize the public with UAM technology and its benefits.

In March 2024, EHang collaborated with the Hefei government to form Heyi Aviation, a company focused on low-altitude operations, including overseeing the implementation of multiple projects across the city. By July 2024, Heyi Aviation applied for an Air Operator Certificate (AOC) from the Civil Aviation Administration of China (CAAC). The certificate, once obtained, will allow the commercial operation of pilotless passenger flights for the general public.

The Civil Aviation Administration of China (CAAC) plays a vital role in regulating airspace and ensuring the safety of aviation operations. The introduction of eVTOL technology requires new regulatory frameworks, especially considering that pilotless aircraft are a significant departure from traditional aviation norms. This partnership between EHang, Heyi Aviation, and CAAC is an excellent example of industry and government cooperation aimed at fostering innovation.


Boosting Hefei’s low-altitude economy

The success of UAM in Hefei heavily relies on support from local authorities. Recognizing the potential of low-altitude air mobility, Hefei was designated as a demonstration city for low-altitude airspace management reform. The city’s Low-Altitude Economic Development Action Plan (2023-2025) supports this initiative by introducing policies aimed at stimulating growth in the low-altitude sector, including financial subsidies, infrastructure incentives, and operational support for launching eVTOL routes.

The Low-Altitude Economic Development Action Plan aims to create a thriving ecosystem by integrating several components:

  1. Airspace Management: Developing a collaborative air traffic management framework to ensure safety, especially given the introduction of autonomous aerial vehicles.

  2. Infrastructure Expansion: Building multiple vertiports, similar to the UAM Hub, and smaller-scale takeoff points to facilitate a robust operational network.

  3. Subsidy and Support Programs: Offering subsidies for infrastructure development, including the construction of new UAM Hubs and vertiports, and incentivizing local businesses to use air mobility services.

With an operational network continuously expanding, and increased support for related businesses, Hefei’s low-altitude economy is expected to flourish, positioning the city as a pioneer in urban air mobility. Such initiatives are part of a broader Chinese government policy to encourage sustainable urban transportation solutions, especially in its rapidly growing urban centers.


Future potential and commercial applications

As EHang continues to partner with Hefei and other regional governments, the potential applications of eVTOL technology continue to expand. Conor Yang, Chief Financial Officer of EHang, highlighted that the imminent receipt of the world’s first eVTOL Air Operator Certificate (AOC) will pave the way for the full-scale commercial deployment of the EH216-S across various scenarios, including aerial sightseeing, logistics services, and air shuttles. The scalability of such operations is expected to have a significant impact on local economies, offering improved efficiency, reduced congestion, and enhanced connectivity.

The applications for eVTOL aircraft go beyond simple transportation. With innovations in battery technology, EHang recently showcased a high-energy solid-state battery designed to extend the flight time of the EH216-S aircraft. This technological breakthrough is critical for expanding the operational capabilities of eVTOL vehicles and demonstrates the possibility of using these aircraft for longer trips and more diverse purposes. Solid-state batteries are generally safer, offer higher energy densities, and promise longer lifespans compared to traditional lithium-ion batteries.

Another notable aspect of the UAM Hub is its potential role in emergency response. Autonomous aerial vehicles could be used in medical emergencies, transporting essential supplies, or even in search-and-rescue missions where traditional ground-based response times are hindered by traffic or other obstacles. As technology continues to evolve, these additional use cases may become integral parts of a city’s emergency management toolkit.
